Narcan: Should its Use Be Extended to Non-First Responders?

Narcan has been a staple for the treatment of opioid overdoses and historically, its use was exclusive to medical personnel and, in limited quantities, to first responders. As the epidemic evolved, there was a paradigm shift from prescription to non-prescription opioids.
